This patch is not necessary for current svn users (2842 and higher). It
will be in 3.1-2.

In the zip file, 2 corrected templates are found which should be moved
into design/admin/override/templates
--updated: user_group.tpl brought in-line with svn 2835 version, but removed
the double <a href which is still present.
This adds some more fixes with respect to Selmah's version and also a bug
in the user.tpl is corrected: here the name="ActionRemove" was
missing from the "Remove" button declaration
