Have to disable ezoe in order to insert new object

Anyone experience the problem where if there is an embedded object at the top of the page then inserting an object above it is impossible. The only solution is to disable the editor, manually create a return (empty row) re-enable the editor and then you can add a new object etc. This also occurs between tables.

Should I report as a bug?
