Changed depreciated ezi18n calls to ezpI18n::tr.  Fixed initial directory for tar file.

Bug fixes and structural changes for the enhancedezbinaryfile type.  The bug fixes include base64 encoding of file names to preserve non-standard characters and getting the mail content-type for the message portion from the ini file instead of assuming plain/text.

Bug fixes and and an enhancement have been added to the enhancedbinaryfiletype - which allows a file to be set as an information collector, allowing forms to accept files and send them as an attachment.

The 1.0 code for the enhancedezbinaryfile type has been released.
